I had thought the same thing as well. It does read as if Japan is a city in Okinawa rather than Okinawa being a prefecture within Japan.

Stars and Stripes has been making a lot of similar errors lately. Not sure what is up with their review process but it definitely is in need of some help!

Yes, it could be confusing to some. It also reads as if Japan is a city in Okinawa.

Like, Los Angeles, California, etc.
